&lt;p&gt;The rationale behind the service as a singleton was for it to provide access to reference data that was expensive to retrieve and construct; the singleton service provides a handy model for accessing data in this manner.&lt;/p&gt;
&lt;p&gt;I believe the memory leaking is an issue with WCF. &amp;nbsp;If I create and subsequently dispose of an object I expect its resources to be cleared up regardless of the instancing model of the creating object.&lt;/p&gt;
