Per default if you want to create a subsite under a publishing portal you get only one template:
- Publsihing Site with Workflow
All others has been disabled for this type of template.
Here is a short overview which Template has which child Templates, i will expand this view later:

If you want to change the template selection, you can do this very easy. Go to your publishing portal Select Actions -> SiteSettings -> Modify all Site Settings
Under look and Feel there is a option called ‚Page layouts and Site Templates‘. Now you can choose which template will be available for creating a subsite!
