To start working with Azure Resource Manager Preview Tool for Visual Studio 2014, you need to install VS extension.
Go to Tools | Extensions and Updates and search for “Manager”.

After successful install you should get following:

To create the new project based on this template chose “Cloud App From Azure Gallery”:

Right now in the gallery there is a support for single WebSite project and WebSite project with Database.
